A local man faces multiple felony charges following a grim discovery in a South Spring Valley parking lot early Saturday morning.

The Ramapo Police Department has arrested 36-year-old Manuel Milton Yantalema Parco in connection with a fatal hit-and-run incident that occurred on April 18, 2026.

The investigation began at approximately 7:15 a.m. when officers responded to a report of a deceased individual at 18 Park Avenue. Upon arrival, authorities located the body of a 30-year-old male positioned beneath a parked pickup truck.

Detectives from the Ramapo Police Investigations Unit and Crash Investigation Unit launched a joint probe, utilizing surveillance footage and witness interviews to piece together the victim's final moments. According to police, the victim was struck by a vehicle during the early morning hours and subsequently dragged for an unspecified distance.

Investigators allege that the suspect then drove into the parking lot at 18 Park Avenue, where the victim was removed from beneath the suspect's vehicle and placed under the parked pickup truck to conceal the body.

Police subsequently spotted a vehicle matching the one seen in surveillance footage and stopped the vehicle. Following the stop, Yantalema Parco, a resident of Spring Valley, was taken into custody. He has been charged with a slew of felonies and was remanded to Rockland County Jail where he awaits his next court appearance.
