Haverstraw Settles Lawsuit With K'hal Bnei Torah of Mount Ivy

by M.C. Millman
K'hal Bnei Torah of Mount Ivy congregants welcomed the news that the Haverstraw Town Planning Board and Town Board approved a settlement with the shul in a 5-0 vote Monday night.
The settlement, which was reported by Rockland Daily here, was crafted in response to RLUIPA, or the federal Religious Land Use and Institutionalized Persons Act of 2000, and state laws designed to protect the free exercise of religion. The agreement allows the shul to convert a one-family home into a shul, something the kehilla has been trying to do since 2021 and diverts litigation which would have cost local taxpayers millions.
