Major Water System Upgrades Planned for Grove Street and North Saddle River Road

Major water infrastructure upgrades are set to begin in Monsey as crews of the Veolia Water Company prepare to install new water main service and drainage piping along Grove Street and North Saddle River Road. The project includes the installation of approximately 3,000 feet of new 20-inch water main and is intended to strengthen the area’s water system and improve overall service reliability.
While the work is being carried out by Veolia, town officials have been involved in discussions with the company to help ensure the project is completed in a way that minimizes disruption to the community. Town Supervisor Michael Specht said the town’s role has been focused on advocating for residents and encouraging adjustments that reduce traffic and travel impacts.
An earlier construction plan had proposed beginning work on North Saddle River Road. However, following community feedback expressing concern that this would significantly increase traffic congestion, the town urged Veolia to reconsider the construction sequence. Veolia agreed to the town’s request and revised the project phases.
Under the new plan, Phase 1 will begin on January 12 and will focus on work along Grove Street. Phase 2, which includes construction on North Saddle River Road toward West Maple Avenue, is scheduled to take place during Pesach to help limit traffic impacts, particularly with school buses off the road while schools are closed. Phase 3 will follow and will involve additional work at the intersection of West Maple Avenue and North Saddle River Road.
Ramapo Highway Superintendent Fred Brinn said the revised phasing allows the project to move forward while remaining mindful of traffic patterns and community needs. The town has also arranged with Veolia that no work will be conducted on Fridays to accommodate the community on the busy day. Instead, work will take place on Saturdays. The regular work schedule will be Monday through Thursday from 7:00 a.m. to 4:00 p.m., weather permitting, with roads closed only during active construction hours. Detours will be posted as needed.
Officials said water service will be maintained throughout the project whenever possible. If any temporary service interruptions are required, affected residents will be notified in advance. Parents and school transportation officials are encouraged to plan ahead and adjust routes as necessary while construction is underway.
