Congers Man Pleads Guilty On Criminal Controlled Substance Charges

District Attorney Thomas E. Walsh II announces the plea of guilty by Donovan Mais, 41, of Congers, N.Y., to the charges of Criminal Sale of Controlled Substance in the third degree and Criminal Possession of Controlled Substance in the third degree.

On March 22, at 1:04 p.m., officers from the Spring Valley Police Department observed Mais walking along North Madison Avenue in Spring Valley with another male individual. Mais was seen carrying a pair of gloves in his hands. The officers saw Mais remove what appeared to be plastic canisters, or vials, from the gloves and drop them on the ground in front of the male individual. The male individual then dropped what appeared to be U.S. currency in the form of dollar bills on the ground next to Mais and proceeded to pick up the vials. Mais picked up the currency and the officers intervened.

The officers approached both individuals separately. A search of Mais’ person revealed approximately $75 and 16 vials of illegal substances. The male individual, upon being approached, was observed making a tossing motion. Officers recovered three vials containing illegal substances in the area where the motion was made. 

The investigation was conducted by the Spring Valley Police Department and the New York State Police Crime Laboratory. In exchange for his guilty plea, the Honorable Djinsad Desir, of the Rockland County Court, promised Mais a minimum of six years and a maximum of seven years in state prison along with in-prison drug treatment, and three years of Post Release Supervision.

Sentencing on this matter has been scheduled for Oct. 14, before the Honorable Djinsad Desir.
